klimaaktiv is the climate protection initiative of the Austrian Federal Ministry of Agriculture, Forestry, Water Management and Environment. It makes the quality of buildings measurable and comparable. Numerous climate protection initiatives and activities take place under klimaaktiv, which can be categorised under the four core topics of construction and renovation, renewable energy, energy saving and mobility.
In the area of construction and refurbishment, the klimaaktiv building standard was developed, which is available for both residential and service buildings. This is one of the most successful quality seals for sustainable construction and refurbishment in Europe. 

The klimaaktiv building standard The klimaaktiv building standard provides assistance for architects and builders, property developers, housing developers and funding agencies as well as for all citizens who build, renovate or use a house. It is available for residential and service buildings. With the help of the new 2020 criteria catalogue, the assessment system has been restructured and expanded to include new topics and criteria. The assessment and quality assurance of buildings is based on a simple 1,000-point system. Maximum achievable points are defined for both the individual criteria and the four assessment categories.

Objectives:

Three levels of quality can be achieved


Gold buildings that fulfil all mandatory criteria and achieve at least 900 points

Silver buildings that fulfil all mandatory criteria and achieve at least 750 points

Bronze buildings that fulfil all mandatory criteria

Location
There are new limits for ‘forever chemicals’. In terms of location, infrastructure facilities and environmentally friendly mobility options at the location play a particularly important role. Are supply facilities within walking distance and can direct needs be met in the neighbourhood? The topic of microclimate and green space is also assessed, focussing on the greening and sealing of buildings.
Energy and supply:
In order to achieve a high klimaaktiv rating in this area, a low energy requirement, low CO2 emissions and lower primary energy consumption than in standard buildings are required. In addition, innovative technologies should be used and the life cycle costs should be considered instead of the pure construction costs. The demand for heat and electricity in buildings should be reduced, the efficiency of the energy supply should be improved and an energy source that has a low impact on the environment should be selected.
Building materials and construction
The ecological optimisation of a building from production to disposal is assessed. Substances of concern and particularly climate-damaging building materials are excluded. If environmentally friendly materials are used, this is rewarded with points.
Comfort and health
In order to ensure above-average comfort and good indoor air quality in klimaaktiv buildings, the topics of summer suitability and the use of low-emission building materials in the interior fit-out are assessed. An optimised daylight supply should also be ensured.

The stages of the building declaration klimaaktiv offers four stages of building assessment to ensure the quality of a building from the initial planning stage through to utilisation and refurbishment. This means that the quality requirements of the klimaaktiv building standard can be translated for each property and taken into account and verified at every stage.

Declaration planning The klimaaktiv planning declaration ensures that the building also fulfils the klimaaktiv requirements and qualities during construction. This means that a klimaaktiv declaration can be carried out at a very early stage.

Declaration planning with refurbishment roadmap: The klimaaktiv refurbishment schedule can be used for buildings constructed before 1 January 2022. The refurbishment projects must be completed by 21 December 2035 at the latest. For buildings that were completed more than 5 years ago, the requirements of the klimaaktiv building standard for refurbishment apply. A renovation schedule can also be drawn up for more recent buildings; this must fulfil the requirements of the klimaaktiv building standard for new buildings.

Declaration completion: As part of the completion declaration, all information on the criteria and the corresponding evidence and measurement reports for the building are uploaded to the online platform. This assessment stage can also be carried out independently of the planning declaration.

Declaration utilisation: In this declaration stage, buildings that have already received a klimaaktiv completion declaration are assessed on the basis of their actual energy consumption. The buildings are assessed on the basis of their actual energy performance. The prerequisite for the declaration in use is that the building has already been declared klimaaktiv in completion.

The path to a klimaaktiv building:

Registration on the baudock declaration platform: To declare a new klimaaktiv building, you must register on the klimaaktiv declaration platform baudock. Registration is free of charge. You will then be guided step by step through the declaration process. An ongoing declaration can be interrupted at any time, continued later or cancelled.
Create a project: First select the building category, then make the declaration in five steps: All details marked with an * are mandatory fields. Once all entries have been made and the required certificates uploaded, you will see a green tick next to the respective status as confirmation.
Conclusion of the declaration: If all necessary entries have been made and all mandatory criteria have been met, a green tick appears in the overview as confirmation of the status. The declaration can now be finalised. This automatically finalises the data entry and forwards it to the respective plausibility checker of the federal state.
Plausibility check: The plausibility checker receives an email notification that a building is to be checked. You receive confirmation that the declaration has been finalised. Once the project has been submitted, the entries are checked. If the check is positive, the project is released.
Publication of the project: All buildings with the klimaaktiv quality label are published. Once the project has been approved, it is visible on the klimaaktiv-gebaut.at building database. The building thus fulfils the klimaaktiv standard. As proof of the successful declaration, an overview of the results can be printed out from the building platform.
Badge and certificate: After completion of your building, you will receive the badge and a certificate from the klimaaktiv programme management at ÖGUT GmbH (klimaaktiv@oegut.at).
